The European Commission’s Three-Step Approach to Media Pluralism - A Conduit for the Protection of Freedom of Expression in the European Union?

Abstract
Media pluralism has for decades been subject to scrutiny by the Council of Europe and the European Court of Human Rights. It has always come to their agenda as a prerequisite for the established human right of freedom of expression, which is guarded by Article 10 of the European Convention on Human Rights (ECHR). Obviously, without media pluralism, freedom of expression would be non-existent.
